Deatherage in Oklahoma City, Oklahoma in 1950. She was a student at Classen High School her junior and senior years. She earned an B.A. in 1973, and an J.D. from 1975. Both earned from in 1973 and a J.D. in 1975, both from the University of Oklahoma. Mitchell also holds an honorary degrees in the field of Home Economics in 1975 from Oklahoma State University due to her involvement with the former dean, Beverly Crabtree.
Mitchell was one of members in the Oklahoma House of Representatives from the year 1976 until 1984, and as a part in the Democratic Party. She was the first female to be elected in the United States to chair a House Appropriations and Budget Committee. She was on the Executive Committee of the National Conference of State Legislatures.
She serves on the Board of Directors of the Bradley Foundation. She also serves on the Board of the National Rifle Association (NRA), where she has also been a lawyer, and the American Conservative Union Foundation. She sits on the Board of Governors of the Republican National Lawyers Association, where she is a former president. After leaving the House and an unsuccessful run for Lieutenant Governor in 1986, Mitchell switched her political affiliation from democratic to republican.
In 1991 she moved to Washington to become general counsel and executive director of the Term Limits Legal Institute and later served as a losing co-counsel in the case of U.S. Term Limits, Inc. v. Thornton.
She was married Duane Draper, who was a fellow Oklahoman from Norman in 1973. In the year 1980, Draper moved to Massachusetts for a teaching job within the Harvard Kennedy School of Government. The couple split two years later , in July 1982 on the grounds of “incompatibility.” Draper later was able to come out as an openly gay man and later became director of AIDS programs in the Massachusetts Department of Public Health.
